13 Lodge Rules

Name and Affiliation of Lodge
-
The official name of this Lodge of the Order of the Arrow shall be WIATAVA No.
13 W.W.W.
-
The Lodge shall be affiliated with Orange County Council, Boy Scouts of America
and shall be under the supervision of the Council Camping and Properties
Committee and the administrative authority of the Scout Executive.

The Lodge shall be comprised of Chapters corresponding to the district within
the council with the approval of the Scout Executive. Chapters shall come
under the supervision of the related district Camping Committee and District
Scout Executive(s).

Lodge Insignia
-
Totem
- The totem of this Lodge shall be The Cogged Stone. It shall have
thirteen (13) teeth and be gray in color.

Lodge Colors
- The Lodge colors shall be canary yellow and steel cobalt blue
-
Lodge flap patch
- The Lodge flap patch shall be of shape and size as to fit the pocket flap of
the Official Scout Uniform. It shall be fully embroidered. The patch shall
include the Lodge name and number. It may be purchased in any quantity by
members of WIATAVA No. 13 W.W.W. upon presentation of their paid-up membership
card.

Neckerchief
- The standard color for the Lodge neckerchief shall be powder blue. Each
member of this Lodge will have the privilege of purchasing one (1) official
Lodge neckerChief per life except as noted herein. The neckerChiefs are not to
be sold of traded.

Lodge NeckerChief Replacement

If the neckerChief is unserviceable, a member has the privilege of purchasing a
new one on the surrender of the old one.

If a neckerChief is lost, a member may petition the Lodge Executive Committee
for approval to purchase another.

Order of the Arrow Sashes
- Sashes shall be worn only at Order of the arrow functions or when
discharging Order of the Arrow responsibilities and then only when
identification is required.

Election to Ordeal Membership

The requirements for membership in this Lodge are as stated in current printing
of the Order of the Arrow Handbook and the Order of the Arrow Guide for Officer
and Advisers. *

Procedure for the Ordeal shall be as staged in the Order of the Arrow Handbook
and Administration Guide for the Ordeal. *

The above provisions shall be subject to the latest National revisions and
dates of mandatory use.

All elections must clear through the Chapter Unit Elections Committees.

Brotherhood Membership
-
Completion of Brotherhood membership shall be in accordance with the current
printing of the Order of the Arrow Handbook and the Order of the Arrow Guide
for Officer and Advisers. *

The above provisions shall be subject to the latest National revisions and
dates of mandatory use.

The Vigil Honor
-
Attainment of the Vigil Honor shall be in accordance with the current
printing of the Order of the Arrow Handbook and the Order of the Arrow Guide
for Officer and Advisers. *

Officers
-
Lodge Officers
- The officers of this Lodge shall be Lodge Chief, Lodge (Executive)
Vice Chief, Lodge Secretary and Lodge Treasurer. These elected officers must be
under 21 years of age for their entire term of office and elected by the youth
membership at a pre-announced Lodge meeting or official Lodge function.

Provision shall be made to include other elected Lodge Vice-Chiefs as deemed
necessary by the Lodge, in accordance with the Order of the Arrow Handbook.

This Lodge shall have up to five elected Lodge Vice-Chief positions.

They will be known as Lodge Executive Vice-Chief, Lodge Vice-Chief of Service,
Lodge Vice-Chief of Activities, Lodge Vice-Chief of Camp Promotion and Lodge
Vice-Chief of Indian Affairs.

Chapter Officers
- Chapter officers of this Lodge shall be Chapter Chief, Chapter Executive
Vice Chief (The Chapter Executive committee may authorize four (4) additional
Vice-Chiefs), Chapter Secretary and Chapter Treasurer. These elected officers
must be under 21 years of age for their entire term of office.

Lodge Executive Committee and Board

The Executive Committee shall be composed of the elected Lodge officers, the
immediate past Lodge Chief, the Lodge Operating Committee Chairman, the Lodge
Adviser, a member of the Camping committee, the Chapter Chief and Adviser of
each Chapter, the Scout Executive and the Staff Adviser.

Voting on any subject is not considered valid unless a quorum is present. A
quorum shall consist of one more than half of the voting members of the Lodge
Executive Committee.

The presiding officer of the Lodge Executive Committee exercises his vote only
to break a tie.
-
The Lodge Executive Board shall be composed of all elected Lodge Officers,
appointees, their respective advisers, Immediate Past Chief, and Council Scout
Executive.

Voting Privileges

Members of the Order of the Arrow, 21 years of age or over, shall have no vote
in any decisions of the Lodge. *

The above provision shall hold in the case of any Chapter.
-
Lodge Executive Committee voting privileges are not transferable except by the
Chapter Chiefs who may send an alternate to exercise the Chapter vote.

Chapter Executive Committee voting privileges shall be extended to all Chapter
Officers and to Chapter committee Chairmen at the discretion of the Chapter
Officers.

Voting privileges will be revoked when:
-
An individual's current years dues are not paid.
-
An individual is not a registered member of the Boy Scouts of America.
-
Chapter has not submitted its' members dues by the January Lodge Executive
Committee Meeting.
-
Chapter has not turned in Declaration of Affiliation by the January Lodge
Executive Committee Meeting.
-
Chapter has not turned in budget by the February Lodge Executive Committee
Meeting.
-
Chapter has not turned in roster by the March Lodge Executive Committee Meeting.
-
Chapter has not turned in Year End Report by the December Lodge Executive
Committee Meeting.
-
Chapter has not turned in Ordeal Report within two (2) Lodge Executive
Committee meetings immediately following their respective ordeal.

Voting privileges will be reinstated when all of the above mentioned are
handled.

Advisers
-
The Lodge Adviser and Chapter Adviser shall be appointed by the Scout Executive
in consultation with the related council and district camping committee
chairmen. *

the Lodge adviser shall appoint three Lodge Associate advisers in consultation
with the Council Camping committee and Lodge Staff Adviser.

Each Chapter Adviser shall appoint two Chapter Associate Advisers in
consultation with the District Camping Committee and the District Executive.

Appointments
All appointments such as Lodge Committee Chairmen, Quartermaster, Historian,
etc., will be made by the Lodge Chief and must have the approval of the Lodge
Executive Committee, with approval of at least three-fourths (3/4) of the
voting members present.

Lodge and Chapter Funds *
All Order of the Arrow funds shall be handled through the council office and go
through all normal accounting procedures used by the council.

Property and Equipment
Ownership of all property and equipment acquired in the name of the Order of
the Arrow, either Lodge or Chapter, is vested in WIATAVA No. 13 W.W.W., Orange
county Council, Boy Scouts of America.

Amendments
-
The rules of this Lodge shall be subject to amendment at any regular or special
meeting of the Lodge Executive Committee provided such amendment(s) have been
submitted in writing at least two (2) months prior to all members of the Lodge
Executive committee. A three-fourths (3/4) vote of all voting members of the
Lodge Executive committee and the approval of the Scout Executive and the
Council Camping and Properties Committee is required for passage.

Any future changes in policies determined by the National Order of the Arrow
office of the Council Camping and Properties Committee shall be automatically
incorporated into these Lodge Rules.
* These rules may not be changed by the local Lodge.
