The OA Key Three
Like it sound, the Dey Three is composed of three people - the Chapter Chief,
the Chapter Adviser, and the Chapter Staff Adviser. Below is a brief overview
of each position's responsibilities and qualifications.
Chapter Chief

Registered Scout, one who is active in his own unit.

Must be under twenty-one years of age during his entire term of office.

His leadership ability is the key to successful Chapter operations.
(His election should not be a popularity contest)

Elected by Arrowmen under twenty-one years of age.

Presides at all Chapter meetings and functions.

Represents his Chapter at all meeting of the Lodge Executive Committee, and
attends any Council Committees to which he is appointed.

Presides at all meetings of the Chapter Executive Committee.

Delegates jobs to others and is manager of people and resources within the
Chapter.

Provides leadership and inspiration to all Chapter members.

Should be home and available during his term of office, not away at college or
other activities

Appoints Chairmen to various Committees and appointed positions within the
Chapter. Such positions may include the Chapter Editor, Webmaster, and/or
Vigil Chief. All appointments must have the approval of the Chapter Adviser.
Chapter Adviser

A volunteer Scouter. Preferably, this person is a mature adult with
considerable experience i the Order of the Arrow with no other responsibilities
in Scouting such as scoutmaster, Team Coach, Commissioner, etc.

Appointed by the Scout Executive annually.
(In consultation with the Vice President for Programs)

Is the "coach" of the Chapter Officers.

Will remind Chapter Officers of their responsibilities if they are not doing
their job.

Coordinates its activities with other segments of Council and District program.

Advises other adults on the proper role of adult members of the OA

Is familiar with current edition of the Order of the Arrow Handbook.

Is familiar with the current edition of the Order of the Arrow Guide for
Officers and Advisers.

Is familiar with policies of the Order of the Arrow.

Advises Chapter Officers on OA policies and procedures.
-
Encourages attendance at Section Conclave, Lodge Pow Wow, National Order of the
Arrow Conferences, etc.

Liaison with the Council Staff

Appoints associates in consultation with the Chapter Chief and with the
approval of the Staff Adviser.
Chapter Staff Adviser
-
Is the Council District Executive.

Works closely with the Chapter Adviser and Officers to ensure the Chapter
fulfills its purpose.

Keeps the OA on the right track.

Key responsibility for watching over Chapter finances for the Scout Executive.

Coordinates its activities with other segments of Council and District program.
-
Advises other adults on the proper role of adult members of the OA.

Is familiar with current edition of the Order of the Arrow Handbook.

Is familiar with current edition of the Order of the Arrow Guide for Officers
and Advisers.

Is familiar with current policies of the Order of the Arrow.

Advises Chapter Officers on OA policies and procedures.
